Screenshots claimed that a new candidate could not be added to ballots in nine states, quickly gaining traction on X (formerly known as Twitter) and generating millions of views. The Minnesota secretary of state’s office began receiving numerous fact-check requests regarding these posts, which were incorrect—ballot deadlines had not passed, and there was still time for Kamala Harris’s name to be added.
The misinformation originated from X’s AI chatbot, Grok. When users asked whether a new candidate could still be added to ballots, Grok provided the wrong answer. This incident served as a test case for how election officials and AI companies will navigate the 2024 presidential election, highlighting the potential for AI to mislead voters. Grok, with its limited safeguards, demonstrated how it could contribute to spreading false information.
A group of secretaries of state, along with the National Association of Secretaries of State, flagged the misinformation to Grok and X. However, the company’s initial response was lackluster. According to Steve Simon, the Minnesota secretary of state, the company essentially shrugged off the concerns. ‘And that struck, I think it’s fair to say, all of us, as really the wrong response,’ Simon noted.
Although the erroneous information would not have prevented voting, the swift action by officials underscored their concerns about future errors. ‘In our minds, we thought, well, what if the next time Grok makes a mistake, it is higher stakes?’ Simon said. ‘What if the next time the answer it gets wrong is, can I vote, where do I vote … what are the hours, or can I vote absentee? So this was alarming to us.’
Particularly troubling was the fact that the misinformation came from the platform itself, rather than from user-generated content. Five of the nine secretaries of state in the group publicly addressed the issue, urging X and its owner, Elon Musk, to take responsibility and direct users to trusted nonpartisan voting information sources. The pressure paid off, as Grok now directs users to vote.gov for election-related inquiries.
Wifredo Fernandez, X’s head of global government affairs, confirmed the changes in a letter to the secretaries, highlighting the company’s readiness to address any further concerns. Despite his initial disappointment, Simon acknowledged the positive steps taken by the company. ‘I want to give kudos and credit where it is due here. Musk has characterized Grok as an ‘anti-woke’ chatbot with ‘spicy’ answers, a description that suggests a philosophical leaning against centralized control, which complicates efforts to filter misinformation.
